E-learning that is the simplest description is a learning system that provides interactive education and learning opportunity via a network for remote students who are not in a class environment by utilizing from opportunities that technology provides. It can be also called as “Online Learning”, “Learning in Web”, “Electronic Learning”, “Virtual Learning”, and “E-Learning”. Distance learning which is given by means of internet has acquired a modern dimension with development of technology and multimedia technology in learning system. Validity period of accurate information has become shorter day by day in today’s information era. This condition can prove more specifically why distance learning is required in learning process that needs continuity.

Distance learning contents are formed for use of UYAP screens within the scope of Enocta Learning Platform (EEP) software and UYAP Distance Learning Information System by MINISTRY OF JUSTICE – Department of Information Technology with PROBIL Bilgi Żslem Destek ve Danismanlik A.S. contractually and with its support in order to meet the learning needs of users without depending on time and place and continuously and reduce expenses of learning activities as UYAP Learning is continuous because of personnel movements, extensification studies, updates made in software and because users want to renew their knowledge.

 Flash Player 8 program that is necessary for activating learning is loaded to computers that are in domain centrally. Detailed reports regarding whether users take training or not, how long they spare during trainings, their success conditions and related issues from system and learning can be followed up as personal or on basis of court of justice.

 Training to be received are described as an activity and this activity includes more than one programmed trainings. Apart from screen trainings, Personal Development Trainings are also put for service for users. Trainings of which contents are prepared by expert psychologists in their subjects start to be dedicated for Participants.

 

1- UYAP DISTANCE LEARNING INFORMATION SYSTEM PORTAL

UYAP Distance Learning Information System met with Judge, Public Prosecutor and Justice Personnel with UYAP screen trainings for the first time at the end of 2005 in order to introduce, teach and make software widespread of National Judicial Network Information System (UYAP). Distance learning activities are conducted and monitored by “Learning Management System” that is established under our Ministry. UYAP Distance Learning Information System is an internet-based system working interaction with National Judicial Network Information System (UYAP) of R.T. Ministry of Justice and is always at users of UYAP Distance Learning system service at any time and place users use internet technologies. 

 Distance learning activities are conducted and monitored by “Learning Management System” that is established under Department of Information Technologies. “Maintenance and Repair of UYAP Distance Learning System” duty (SERVICE) is provided by PROBIL Company. All trainings, scenario forming and vocalization of contents dedicated for UYAP users are prepared by Department of Information Technology and again all services that are needed during training period are provided by Department of Information Technology. First aim of Distance Learning is provide a continuous training environment for users in order them to learn implementation software and give training without any time and place limitation.

 “UYAP Distance Learning Project” contains all learning activities that are conducted without the necessity of being in the same and at the same time of UYAP users via internet technologies.

 

GRADES OF DISTANCE LEARNING FORMING PROCESS

Distance Learning Project software is prepared as web-based and learning forming process includes following grades:

  • Scenario
  • Content Forming
  • Contents Controlling
  • Vocalization and Muting
  • Controlling of Learning As a Whole with Vocalization and Content Steps
  • Publishing Content in Real Environment.

 

SYSTEM CONTENT

Subjects in Learning Management Systems are in hierarchical structure and structure that will enable user to reach any subject at any time. Users can take notes regarding lessons during training and can reach these notes at this time or later on. Users can ask questions to responsible experts or consultants via message and e-mail. Users can be examined after an examination for any training and required question number is prepared from question bank formed in Education Management System (pre-test, final test, subject and part test and general examination). Sessions (forum) can be formed in order to share discussion and information.

 

2- HOW IS E-LEARNING ASSIGNED TO USER?

Distance learning is assigned to Judges, Public Prosecutors and Justice Personnel working at units where UYAP is in process simultaneously with their system definition, assigned training are updated immediately in parallel with changes in users’ roles. Training of thousands users are managed simply and on easy terms with this method and user whose assigned position has changed can access to screen trainings including his/her new duties and responsibility on same day. If users whom are not assigned related distance learning send an e-mail to uzaktan.egitim@adalet.gov.tr address to demand training and take support for any issue, any support is provided them in a shortest time.

 

BY WHOM DISTANCE LEARNINGS ARE PREPARED?

Whole Distance Learning including vocalization is prepared by expert personnel in Distance Learning Unit established under Department of Information Technology. All services that are required during training period are also given by Department of Information Technology.

 

HOW DO USERS ACCESS TO DISTANCE LEARNING?

Users can access to Learning Management System via UYAP Portal page without entering any user name and password and also they can also access via internet by entering user name and password and using http://uyapegitim.uyap.gov.tr/portal/index.asp address. They can access to “e-learning portal” that is assigned to them after this accession.

• Users who cannot access to portal or internet can utilize from distance learning in CD environment by installing trainings to their computer or as offline by running CD.
• Version of “Flash Player” program which is necessary for using distance learning must be 8.0 in users’ computers. This program is loaded to all computers that are within UYAP local network automatically from center.
 

WHAT WAITS FOR USERS IN E-LEARNING PORTAL?

ARE THERE ANY ASSESSMENT AND EVALUATION SYSTEM REGARDING LEARNING?

 Users who complete their trainings can attend into exams regarding the subject and share their ideas via public survey that is prepared regarding their trainings. It is not obligatory to complete the trainings at once, they can continue to be taken later on and can be repeated at any time they want.

It can monitored thanks to Learning Management System (LMS) whether users start their trainings or not, they complete their trainings or not and all related actions and also different reports can be taken on basis of user, court of justice or module. Within this scope, users who complete all of distance learning activities assigned them are given “certificate of attendance” with signatures of Undersecretary of Ministry of Justice or Director of Prisons and Arrest Houses or Director General of Education.

4- FEATURES AND BENEFITS OF PREPARED DISTANCE LEARNING CONTENTS

Apart from benefits for aforementioned aims in learning within scope of distance learning scope:

• Learning is with simulation (orienting) and users can only watch the training or also make implementation.
• It enables users to plan their own learning periods after deciding how much they want to study.

7- AWARDS

The greatest activity of information sector in which about 10 thousand participants meet each year, National Information Congress, BILISIM’09 was carried out in Ankara on the date of 18-20 November. In Bilisim’09 activity held with main theme of “Technology Policies” of Turkish Informatics Association (TBD), traditional Information Service Awards were given to best of informatics within various categories and on the basis of all sectors regarding informatics without making any differentiation between public and private sector this year.

Of informatics sector in which about 10 thousand participants meet:

To the Informatics Stars E-Transition Competition in which public and private sector competed together for 10 different categories in 2009, it was attended as UYAP Distance Learning and Ministry of Justice was granted following awards in Ministry of Justice TBD Informatics 09 competition:
 

1. “Public Implementation Award” with UYAP project
2. “first of e-learning category” award with Distance Learning Implementation
3. “best web site” award with Distance Learning Web Site.
 

To the Informatics Stars E-Transition Competition in which public and private sector competed together for 10 different categories came to conclusion on the same day. According to written explanation made from TBD, in the competition in which more than 250 candidates participate in 8 different categories, persons who worth awards are determined by more than 30 experts in their field.

 

RESULT

As a result, UYAP Distance Learning Information System ensures that personnel utilizes from UYAP Information System effectively and savings are made with different UYAP screen trainings that are provided without depending on time and place and Personnel Development Trainings of which kinds can be increased and which can motivate personnel. Researches and training activities continue to be carried out in order to develop system which is beneficial to this extent and of which user number increases each day and determine and form training kinds according to needs.
